從6月30日泰(tai)安市政府(fu)新聞(wen)(wen)辦(ban)召開的“學黨史 辦(ban)實(shi)(shi)事(shi) 人(ren)社服(fu)務惠民生”群眾(zhong)政策(ce)專場新聞(wen)(wen)發(fa)布會上了解到,人(ren)社部(bu)門(men)深(shen)入貫徹落實(shi)(shi)市委(wei)市政府(fu)要求,結合黨史學習教育“我為群眾(zhong)辦(ban)實(shi)(shi)事(shi)”實(shi)(shi)踐(jian)活(huo)動,聚焦群眾(zhong)關(guan)心(xin)關(guan)注的人(ren)社熱點(dian)問題,充分(fen)發(fa)揮就業(ye)創業(ye)、社會保(bao)障、人(ren)才引進、勞(lao)動關(guan)系(xi)等服(fu)務職能,簡化流程優化服(fu)務,不(bu)(bu)折不(bu)(bu)扣(kou)落實(shi)(shi)各項人(ren)社政策(ce),群眾(zhong)幸福感和獲得(de)感得(de)到明顯提(ti)升。

強化政策落實,保障群眾就業

優化公(gong)共(gong)就(jiu)(jiu)業(ye)(ye)服務(wu)促就(jiu)(jiu)業(ye)(ye),通過“線上+線下”相結合方式開(kai)展各類招(zhao)聘,確(que)保就(jiu)(jiu)業(ye)(ye)服務(wu)不打烊,網上招(zhao)聘不停歇。落實(shi)創(chuang)業(ye)(ye)帶動就(jiu)(jiu)業(ye)(ye)政策,大力(li)扶持各類群體創(chuang)業(ye)(ye),截(jie)至(zhi)(zhi)5月底,全市發(fa)放(fang)一(yi)次性創(chuang)業(ye)(ye)補(bu)貼(tie)(tie)513.9萬(wan)元(yuan)(yuan),創(chuang)業(ye)(ye)擔保貸款(kuan)1.37億元(yuan)(yuan)。強化職(zhi)業(ye)(ye)技(ji)(ji)能提升(sheng)培訓政策,進(jin)一(yi)步提升(sheng)勞動者就(jiu)(jiu)業(ye)(ye)創(chuang)業(ye)(ye)能力(li),截(jie)至(zhi)(zhi)5月底,全市共(gong)發(fa)放(fang)培訓補(bu)貼(tie)(tie)6039.76萬(wan)元(yuan)(yuan),職(zhi)業(ye)(ye)技(ji)(ji)能鑒定補(bu)貼(tie)(tie)254.71萬(wan)元(yuan)(yuan)。聚(ju)焦高校畢業(ye)(ye)生、農民(min)工等重(zhong)點群體,通過就(jiu)(jiu)業(ye)(ye)見習(xi)、公(gong)益性崗位(wei)等形式幫助實(shi)現(xian)就(jiu)(jiu)業(ye)(ye),截(jie)至(zhi)(zhi)5月底,共(gong)發(fa)放(fang)就(jiu)(jiu)業(ye)(ye)見習(xi)補(bu)貼(tie)(tie)68.8萬(wan)元(yuan)(yuan),公(gong)益性崗位(wei)補(bu)貼(tie)(tie)51.23萬(wan)元(yuan)(yuan),靈(ling)活(huo)就(jiu)(jiu)業(ye)(ye)社保補(bu)貼(tie)(tie)122.3萬(wan)元(yuan)(yuan)。

健全社保體系,增進民生福祉

社保(bao)政(zheng)策(ce)覆(fu)蓋面持(chi)續擴大。明確(que)無雇工的(de)個體工商戶(hu)等(deng)靈活就業(ye)人員可以參加企業(ye)職(zhi)工基(ji)(ji)本(ben)養(yang)(yang)老(lao)(lao)保(bao)險(xian)。居(ju)民養(yang)(yang)老(lao)(lao)保(bao)險(xian)比國(guo)家要求(qiu)提(ti)前3年(nian)實現農村和城鎮居(ju)民的(de)全(quan)覆(fu)蓋。財政(zheng)投入(ru)力度持(chi)續加大。完善居(ju)民養(yang)(yang)老(lao)(lao)保(bao)險(xian)待(dai)遇確(que)定機(ji)制,建立繳費年(nian)限(xian)養(yang)(yang)老(lao)(lao)金(jin)激(ji)勵機(ji)制,完善居(ju)民繳費補貼調整機(ji)制,政(zheng)府(fu)(fu)對居(ju)保(bao)參保(bao)人繳費給予適當補貼,繳費即補。各項(xiang)政(zheng)府(fu)(fu)補貼及時足(zu)額發(fa)放。2020年(nian)全(quan)市居(ju)民基(ji)(ji)本(ben)養(yang)(yang)老(lao)(lao)保(bao)險(xian)各項(xiang)補助(zhu)資金(jin)共計159410萬元。待(dai)遇水平(ping)穩步提(ti)高。2011年(nian)以來多次提(ti)高居(ju)民基(ji)(ji)本(ben)養(yang)(yang)老(lao)(lao)保(bao)險(xian)基(ji)(ji)礎(chu)養(yang)(yang)老(lao)(lao)金(jin)最低(di)標準,基(ji)(ji)礎(chu)養(yang)(yang)老(lao)(lao)金(jin)從每人每月55元提(ti)高至(zhi)142元。1-4級工傷職(zhi)工傷殘津貼等(deng)三項(xiang)工傷保(bao)險(xian)待(dai)遇水平(ping)已(yi)連續16年(nian)提(ti)高。失(shi)業(ye)保(bao)險(xian)金(jin)標準自去年(nian)2月起上調至(zhi)當地最低(di)工資標準的(de)90%。

優化人才服務,提升人才活力

鼓勵(li)青(qing)年人(ren)才引(yin)進(jin)。企業新引(yin)進(jin)的符合(he)(he)(he)條件的普通(tong)(tong)高(gao)校全(quan)(quan)日(ri)制畢業生,每月(yue)發(fa)放(fang)租房和生活(huo)補(bu)(bu)貼(tie),為2949人(ren)發(fa)放(fang)補(bu)(bu)貼(tie)2282.28萬(wan)元(yuan)。2020年來,共為工業企業引(yin)進(jin)的本(ben)科以上(shang)畢業生294人(ren)增(zeng)發(fa)人(ren)才津(jin)貼(tie)21.72萬(wan)元(yuan)。鼓勵(li)技(ji)(ji)能(neng)人(ren)才培養。鼓勵(li)我市(shi)符合(he)(he)(he)條件企業與(yu) “金藍領培訓”基(ji)地(di)合(he)(he)(he)作,進(jin)行技(ji)(ji)師(shi)(shi)、高(gao)級技(ji)(ji)師(shi)(shi)等的培養。截至目前,為713人(ren)發(fa)放(fang)補(bu)(bu)貼(tie)187.1萬(wan)元(yuan)。提(ti)(ti)升高(gao)層(ceng)次(ci)人(ren)才服務,全(quan)(quan)市(shi)發(fa)放(fang)高(gao)層(ceng)次(ci)人(ren)才“山東惠才卡(ka)”113張、“泰山人(ren)才金卡(ka)”247張、“高(gao)層(ceng)次(ci)人(ren)才證(zheng)書”2093張,為人(ren)才提(ti)(ti)供(gong)子女入(ru)學、編(bian)制、交通(tong)(tong)、醫療等21項綠色(se)通(tong)(tong)道便利服務。

和諧勞動關系,維護職工權益

教育和(he)引導(dao)職工(gong)(gong)(gong)(gong)(gong)(gong)(gong)增(zeng)強簽訂勞動(dong)合同的主動(dong)性,全(quan)面(mian)實(shi)(shi)施勞動(dong)合同制度(du),建立完善(shan)勞動(dong)用工(gong)(gong)(gong)(gong)(gong)(gong)(gong)備案(an)信息數據(ju)庫,實(shi)(shi)現對勞動(dong)合同動(dong)態(tai)管理(li)。強化工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)收入分配指(zhi)導(dao)。完善(shan)企(qi)業薪酬調查和(he)信息發布制度(du),及時發布企(qi)業工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導(dao)線和(he)人力資(zi)(zi)源市(shi)場工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)指(zhi)導(dao)價位(wei),建立企(qi)業經濟效益與職工(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)最(zui)低(di)增(zeng)長比例掛鉤制度(du)。完善(shan)最(zui)低(di)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)保障制度(du),逐步(bu)調整最(zui)低(di)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)標準,規范企(qi)業工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)支(zhi)付(fu)行為,維護職工(gong)(gong)(gong)(gong)(gong)(gong)(gong)的合法權益。提(ti)高防(fang)暑降(jiang)溫(wen)(wen)費(fei)標準。今年我(wo)市(shi)企(qi)業從事室外作業和(he)高溫(wen)(wen)作業人員防(fang)暑降(jiang)溫(wen)(wen)費(fei)標準提(ti)高到每(mei)人每(mei)月(yue)300元(yuan),其他作業人員提(ti)高到每(mei)人每(mei)月(yue)180元(yuan)。深(shen)化農(nong)民(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)支(zhi)付(fu)專項(xiang)整治。我(wo)市(shi)在建項(xiang)目實(shi)(shi)名制實(shi)(shi)現全(quan)覆蓋,累計發放59.5萬人次30.8億元(yuan)農(nong)民(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi),銀行代發率100%,欠薪案(an)件數連續兩年大幅度(du)下降(jiang)。2020年,我(wo)市(shi)在山東省保障農(nong)民(min)(min)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)支(zhi)付(fu)工(gong)(gong)(gong)(gong)(gong)(gong)(gong)作考核中獲(huo)得A級。

下一(yi)步,泰安市人(ren)(ren)社局將結合黨史學習教育(yu)“我為群(qun)(qun)眾辦(ban)實(shi)事(shi)”實(shi)踐活(huo)動要求(qiu),瞄(miao)準群(qun)(qun)眾需求(qiu),主動服務(wu)(wu)、靠前服務(wu)(wu)、精(jing)準服務(wu)(wu),繼(ji)續優(you)化服務(wu)(wu)流程,大(da)力精(jing)簡(jian)辦(ban)事(shi)材料,提升人(ren)(ren)社服務(wu)(wu)效能,為人(ren)(ren)民群(qun)(qun)眾打造更加(jia)“優(you)質(zhi)、高效、安全、滿(man)意”的(de)人(ren)(ren)社服務(wu)(wu)。
